Northamptonshire is a two tier local authority. It has a County Council and seven Borough or District Councils with all the inevitable tensions that such a structure implies. We have towns where there are wards with high rates of deprivation and child poverty. We also have large rural areas where there are pockets of deprivation and social disadvantage and where there are often seemingly insurmountable difficulties in accessing what services are available. The debate as to where limited resources should be targeted is ongoing.

The original Steering Committee of Children’s Fund Northamptonshire had that debate and decided that the Children’s Fund monies would place resources:

  • Focusing on children, young people and families most at risk of social exclusion
  • In urban and rural areas taking account of deprivation and accessibility
  • Paying attention to the particular needs of children, for example children with disabilities, refugee and asylum seekers and black and ethnic minority groups.
  • Co-ordinating and adding value to existing services as well as providing new services building on Government and locally initiated projects.
  • And promote participation in the planning, delivery, and evaluation of services.
